Never received my jacket

"I ordered this jacket on January 6th, on the 9th I received a email stating it was on backorder. Called on the 12th was told it was in stock and will be shipped out. Called back on the 19th order still hasn't been shipped out so I requested a refund, was told 5-7 days. Today on the 29th no refund no jacket, called back and was told there was a system shipping issue and she also saw my request for refund but not sure why it hasn't been processed. Can I have my money or the jacket Please. At no time did your website say this jacket was out of stock."
